OPERATION HLASELA
HOUSING CONSTRUCTION
The Hounarable Premier of the Free State Mr
Magashule launched Operation Hlasela in Matjhabeng.
The objective is to accelerate service
delivery through massification in all the municipalities in the
Free State. For the current financial year, the focus in our
municipality is Meloding and Phomolong with the demolishing of
the old two-roomed houses, and replacing them with decent
four-roomed houses. The critical aspect is to give better life
to all. With regard to Housing the Premier committed to
demolition of two roomed houses in Phomolong and Meloding.
For the purpose of rebuilding houses that
will be demolished in Phomolong and Meloding, the Provincial
department of Human Settlements has committed 100 subsidies
respectively. These two hundred subsidies translate into R 12.8
million which will ensure that two hundred families are properly
housed.
The distinct feature about Operation
Hlasela is that it embraces the principle of massification which
means many people are involved in delivering these projects.
The demolition and development of new
houses has started in both areas and the communities are
ecstatic about these projects as they have created jobs for the
locals.
Nonetheless these projects did encounter
some challenges as these projects are unique in that the
municipality purchases the building materials and it does
project management of all those projects. Furthermore temporary
accommodation was a real challenge.
We can proudly announce that these two
projects are in full swing and various lessons are learnt as the
projects progresses. We salute the Premier for this initiative.
TITLE DEEDS
The promotion of
security of tenure through the discount scheme has started with
full swing. Various conveyancers have been appointed to transfer
properties to beneficiaries to ensure that owner is passed from
the municipality to individual beneficiaries.
The Discount
Benefit Scheme is meant to transfer the old housing stock which
was kept under the 99-year leasehold. The progress is as
follows:
Thabong – 133
title deeds have been issued and 500 transfers are lodged with
the Deeds Office.
Meloding – 87
title deeds have been registered.
Nyakallong – 50
title deeds have been registered.
LAND RELEASE TO THE COMMUNITIES
The municipality
has allocated sites ranging from church sites to residential. We
however acknowledge that the pace of releasing sites to
communities has not been satisfactory but this was as result of
availability of serviced sites. For example in Nyakallong the
municipality does not have land available. To address the
shortage of sites the Department of Land Affairs has purchased
farms around Odendaalsrus and Hennenman for future residential
development. In total 698 sites were allocated for residential
purpose and ten (10) church sites were allocated. We urge
residents who want sites to register at the municipal offices.
FORMALISATION OF INFORMAL SETTLEMENTS
The municipality
embarked on a program of formalizing informal settlements in
Matjhabeng. The five areas were formalized, i.e each individual
was allocated a proper site that is pegged to ensure adherence
to the layout plan.
The following
informal settlements were formalized:
Meloding – In
this area three informal settlements were formalized resulting
in the establishment of
346 erven
Kutlwanong – the
informal settlement near Kutlwanong Stadium was formalized and
214 erven
established.
Mmamahabane –
32 erven were
established during the process of formalization.
The major
challenge in this process was the formalization of Thandanani in
Thabong.
The challenges
revolved around planning of the area and later illegal invasion
of the area before pegging could be completed. However the
municipality is on track as it has settled a substantial number
of residents. We urge residents who are still waiting for their
areas to be formalized or relocated to uphold responsible
citizenry by guarding against further invasion. Watch the space
